Importance of checking gauge cluster on a used car:

     Gauge cluster's operation should be carefully inspected, because most problems associated with it are rather time consuming and costly to fix.

Odometer rollback:

     First thing to look for are any signs of tampering and odometer rollback. Look for any signs of previous disassembly, any marks from tools around it, any marks from tools around the dashboard. Check to make sure that all numbers line up properly. Nowadays most modern cars have electronic odometers and it's rather hard to spot tampering, as it's only a matter of replacing a small chip that contains odometer data. Generally it's best to do CARFAX VIN-history check, because they monitor for any odometer reports inconsistencies, which is still better than having absolutely no information.

Gauge cluster lights and gauges:

     Checking for proper operation of lights inside the gauge cluster is rather important, because gauge cluster light bulb replacement is rather time consuming. Check to see for proper operation of odometer, speedometer and gauges such as fuel gauge. Checking such trivial things as working gas gauge might slip your attention when you're excited about buying a new car, but it's rather important, because usually replacing the fuel level senor requires dropping fuel tank and it will cost quite a bit of money to fix.

     If check engine light is on, this indicates that the engine or some electronic components are in need of service. It's best to either avoid a car with check engine light on, or hook up a scanner to it and find out what the code means. Usually it takes extensive technical knowledge to understand what exactly those codes mean and how to go about fixing the problem.

     If any red lights are on after you start the car, such as BRAKES, OIL PRESSURE or anything of that nature, it's best to avoid such car! Car's engine can be totally destroyed by driving with OIL PRESSURE light on within a minute. Any other red lights (except fasten seatbelt or doors open lights and such) indicate that it is required that you immediately stop as safely as possible find out what the light means and proceed according to owner's manual.

     If ABS light is on or any orange light is on after you start the car, check in the manual what it means. ABS light indicates electronic problem with ABS and likely ill cost a lot of money to fix, as ABS system is very complex. If LOW OIL level is on, then it's best to check for leaks, but essentially it means that the car has been neglected.

Conclusion:

     Checking gauge cluster lights is important in when purchasing a used vehicle. Usually you won't see most of these lights, because dealerships are likely to fix them before offering the car for sale. However, if you're buying from a private party, it might benefit to know this information.
